European steelmakers welcome President von der Leyen’s focus on the sector in SOTEU 2025 - now the EU must deliver effective proposals

Brussels, 10 September 2025 – Reacting to today’s State of the Union Address delivered by Commission President Ursula von der Leyen, Axel Eggert, Director General of the European Steel Association (EUROFER) said:
“We welcome Commission President von der Leyen’s attention to steel in today’s State of the Union speech, and her commitment to propose measures to support our sector and Europe’s clean manufacturing value chains. Our industry is currently facing all odds: global overcapacity, unfair trade practices, high energy prices, scarcity of strategic raw materials such as scrap, and the massive investment challenge of decarbonisation. Her promise of proposals supporting the transition efforts of the European industry – from lead markets for green products made in Europe to action on trade, circular economy and energy – is encouraging.
Now we urgently await effective proposals, with trade as the first priority, to shield EU steelmakers from global overcapacity and unfair competition. As President von der Leyen rightly pointed out, we need a robust successor to the steel safeguards to prevent our market from collapsing under a flood of cheap, high-carbon imports.
The Steel and Metals Action Plan (SMAP), unveiled last March, must be implemented in full – without watering down the ambition of the Commission President and her College of Commissioners. This is essential to secure Europe’s strategic autonomy and clean future - which starts with a competitive steel industry, its manufacturing value chain, and quality jobs at home.”

Brussels, 11 September 2025 – The lack of a solution for steel in the EU-U.S. trade negotiations, the ongoing unpredictability of the global geoeconomic situation, and persistently weak demand against an ever-growing global steel overcapacity are squeezing the European steel market. In 2025, the outlook points to stagnation, with potential recovery only in 2026 — conditional on improvements in the global economy and an easing of trade tensions. According to EUROFER’s latest Economic and Steel Market Outlook, another recession both in apparent steel consumption (-0.2%, revised upwards from -0.9%) and in steel-using sectors (-0.7%, revised downwards from -0.5%) is confirmed for 2025. Growth prospects are now delayed at least to 2026, with projections of a rebound for both apparent steel consumption (+3.1%) and steel-using sectors (+1.8%). However, steel imports continue to hold historically high market shares (25%) in 2025.

Brussels, 21 August 2025 – Joint written EU-U.S. statement broadly confirms the deal struck by Donald Trump and Ursula von der Leyen on 27 July: 15% U.S. import tariff on most EU products but 50% on EU steel, aluminium and their derivatives with the intention to consider working towards a tariff rate quota (TRQ) for EU exports and ring-fencing against global steel and aluminium overcapacity.
